Bio: Lu Ebratt

Secretary Luis Ebratt was a probation officer from 1973 until 1984 in Pennsylvania, before moving to Arizona. He has been a probation officer in Arizona from 1984 until 1986; in 1986 he became a Probation Manager, a title he still holds. Lu was appointed Secretary to the national Coalition of Public Safety Officers in 2004.

In 1998 Lu founded the Arizona Probation Officers Association and served as its president until 2001. Lu returned as president in 2004. The association has approximately 750 members.

In 2001 Lu spearheaded successful legislation to arm probation officers across the State of Arizona.  In 2005,  SB 1303 was signed by the Governor on April 25, 2005 granting Probation officers: a restructured overtime schedule and the right to representation and organization without retaliation.
