West Virginia Governor Extends Meet and Discuss Rights

West Virginia Governor Joe Manchin has just extended "meet and discuss" rights to several groups of state employees on an experimental basis, including the regional jail correctional officers, who are represented by NCPSO/CWA Local 2055.  "This is a great opportunity for our officers to have a form of representational rights," said staff representative Elaine Harris.
